Scrimshaw Media Services Inc. of Virginia Beach has announced the following promotions and expansions:

Amanda A. Tjersland has been promoted to associate buyer/planner. Tjersland has been with Scrimshaw Media Services for more than two years providing assistance with the daily operation of the company. She will oversee radio and nontraditional media for several clients including Popeyes Chicken and Biscuits and Cox Communications.

Neal Wright PE, PMP, F. SAME, F. ASCE has been named vice president, Department of Defense market segment leader, and office principal for Dewberry, a privately held professional services firm in Virginia Beach. Wright will head an initiative to develop and implement a national strategy for delivering services to the DoD engineering agencies including the U.S. Army Corps of Engineers, Naval Facilities Engineering Command, and other Air Force, Coast Guard, and DoD agencies.

Katie B. Weeks has been appointed executive vice president and director of human resources for Hampton Roads Bankshares Inc.

Weeks joins the bank with more than 25 years of human resources experience at community banks in Hampton Roads. For eight years she was senior vice president and director of human resources at Old Point National Bank. Prior to that, Weeks spent 20 years at RBC Bank (formerly First Coastal Bank) in Virginia Beach and the last 15 as director of human resources.

Emmanuel Ayee has been appointed interim dean of the Regent University School of Communication & the Arts. Ayee most recently was the department chair of Communication in Regent's School of Undergraduate Studies. He has worked in Ghana, South Africa and Kenya. He has also been a communication professor at Dordt College in Iowa and Geneva College in Pennsylvania. Ayee received a master's degree in communication from Wheaton Graduate School of Communication and a doctorate in communication from Potchefstroom University in South Africa.
