Rita Sweet Bellitto has been appointed to Virginia Beach City Council, to fill the unexpired term of Ron Villanueva, who became a member of the House of Delegates. Bellitto is vice chairman of the Virginia Beach School Board, where she has served since 2004. She is a licensed professional engineer with master's degrees from Stanford University and Troy University. She was an employee of the Virginia Beach Public Utilities Department from 1987 to 1998, working on the Lake Gaston water pipeline.

Philip A. Shucet has been selected as Hampton Roads Transit's president and CEO. Shucet is the former commissioner of the Virginia Department of Transportation. Prior to his work with VDOT, Shucet worked for the West Virginia Department of Highways and the Arizona Department of Transportation. He was appointed by former Gov. Mark Warner as VDOT commissioner.

Shucet will remain with HRT until the Transportation District Commission of Hampton Roads completes a nationwide search for a permanent CEO.

Leslie F. Spasser, an attorney in the firm's Virginia Beach office, has been promoted to shareholder. Spasser focuses her practice on media and Internet law, technology licensing, and counseling clients on privacy and data security issues.

Daniel R. Quarles, an attorney in the Williamsburg office, has been promoted to partner. Quarles focuses his practice on real estate and commercial litigation.

Yusaku Azuma has been named president and CEO of Canon Virginia Inc. in Newport News. Azuma will also serve as president and CEO of Industrial Resources Technologies Inc., a joint venture between Canon Virginia and Canon U.S.A. in Lake Success, N.Y. IRT is located in Gloucester.

Weigle spent two years as an audit associate for an international accounting firm, and six years as a staff accounting assistant for a local CPA. Her practice specialties include audits and reviews for auto parts manufacturers, retail/wholesalers and not-for-profit organizations. She also specializes in tax returns for individuals, partnerships and corporations.

Dee Barber McManus has joined OBX Bank, a division of Monarch Bank, as assistant vice president and retail office manager of OBX Bank's second banking office in Nags Head. McManus has been in the banking industry for 17 years. She worked nearly 13 years with BB&T in Kill Devil Hills. She is a graduate of the University of North Carolina at Wilmington.
